Europe Is Tired

The EU has reached a dangerous point. It has grown tired of itself. It is dressing up its powerlessness in nice words.

Following the failed EU constitutional referenda in France and the Netherlands in 2005 Tony Blair called for a 'time for reflection', a phrase that came to symbolise the EU's perplexity about the future. A year later, 'enlargement fatigue' was born.

Now a new entry has made it into the Brussels lexicon - 'assistance fatigue'. When a couple of days ago Bulgarian prime minister Sergey Stanishev asked the head of the European Commission to send experts to Bulgaria to help it create new mechanisms to combat corruption and better control the spending of EU funds, José Manuel Barroso refused....
